The gulf is very shallow and waves don't have much of a chance to build up momentum since there are only a few hundred miles between FL and Tex/Mexico. The summer is worse since there are few fronts to create a storm swell.
Sadly, that wave is good for FL this time of year. But this makes FL surfers some of the best in the world (this doesn't include me). We're forced to do more with less of a wave.

Doesn't look like that much of a wave to me, but I am not a sufer person.
Is this a spring thing or why doesn't the Gulf have waves? I don't understand. Thought there was all kinds of turmoil in those currents down there.
